The pilot contains the 100 most recently updated records returned during collection on 12 August 2026. These are DREAM project records, not a verified set of grant applications. The snapshot is not representative of all Ukrainian communities or projects.

The key evidence must come from a new experiment with human evaluators. The public data supplies project facts; it does not supply the experimental ratings.
Preserve the source date and project links.
Check every retained fact, its source and its units. Leave unknowns explicit.
Vary wording while preserving the same verified information.
Test whether a simple template or source-verified AI reduces the wording effect.

03 / Read before interpreting
This convenience sample overrepresents recently maintained records. It cannot establish national prevalence, community performance or a causal effect of administrative capacity.
98 records link by an exact code to 63 community codes. One record covers multiple communities and currently uses the first matched code. Locality names and responsible communities may differ.
Forecast costs, awards, commitments, contracts and payments mean different things. Missing public funding evidence does not mean a project has no financing. Monetary comparisons are withheld here.
A narrative field or a document link is not proof that the underlying claim is true. Source documents, units and dates still need manual checks before an experimental card is approved.
The archived community-index response does not state its measurement period. Profile population also lacks a reference year. These fields cannot establish temporal precedence.
Human judgments in a controlled study are the proposed outcome. Real funding access and reconstruction outcomes would require additional evidence and a separate design.
